Slooge You need to study history. Kicking them out is basically the same as what happened to people who immigrated from Japan to the USA during world war 2. They were separated out and put into internment camps for the duration of the war just in case they were foreign spies. This type of behavior has happened throughout history. The writers of this anime are simply making a reference to the reality of it. You not knowing history is why it doesn't make sense to you.
