Year 2130,
after the third world war, large contaminated areas known as "Blackspots" formed all over Japan. Large Walls were used to quarantine off these "Blackspots". In time, signs of inhabitance appeared within these wastelands. Among the survivors who had been abandoned inside the Blackspots, labeled as "those who were unneeded", came forth possessors of uncanny abilities -- Fire, wind, brute strength...they were defined by their supernatural abilities. Others, fearful of their powers, expelled them and named them Needless.

The human population was decreased by 90% in sixty years. Researchers found out that the disappeared elements were drained into a planet "Nega Earth", located in another dimension. To save the Earth, a special team called the "Element Hunters" is organized. All of the members are under 13 years old, because young and flexible brains are needed to access "Nega Earth".

The division between series of Pokémon is based on the openings of each episode, and don't reflect the actual production season (it should be noted that in both the English and Japanese versions, the new opening began at the episode "The Lost Lapras"). The English episode numbers are based on their first airing in the United States either in syndication, on the WB Television Network, or on Cartoon Network. (Other English-speaking nations largely followed either this order or the Japanese order.) Subsequent airings of the English version follow the original Japanese order, except in the case of episodes which are no longer shown in English.

In the not so distant future, mankind has advanced to a state where complete body transplants from flesh to machine is possible. This allows for great increases in both physical and cybernetic prowess and blurring the lines between the two worlds. However, criminals can also make full use of such technology, leading to new and sometimes, very dangerous crimes. In response to such innovative new methods, the Japanese Government has established Section 9, an independently operating police unit which deals with such highly sensitive crimes.

Led by Daisuke Aramaki and Motoko Kusanagi, Section 9 deals with such crimes over the entire social spectrum, usually with success. However, when faced with a new A level hacker nicknamed “The Laughing Man”, the team is thrown into a dangerous cat and mouse game, following the hacker’s trail as it leaves its mark on Japan.
